He was predeceased by: his parents, Laura Blanche Kinsey and George Lawton Carter. He is survived by: his wife Maxine Carter; his children, Hannan Carter (Kathy) and Susan Carter; his grandchildren, Hannah Rawlings (Ryan), Rebecca Raines, Zackery Carter, Zane Carter, Kasey Carter, Greta Carter and Brother Terry Carter (Louise); his sister Mary Ann Weeks (late Glynn Weeks); and his nephews, Sidney (Holly) and Kevin Carter (Mandy).

In lieu of flowers, Mr. Carter asked that donations be made to the Lake City Veterans Hospital.
