He is survived by: his wife LaVerne Shiver Carter; his son Calvin Carter of Thomasville, GA; his daughter-in-law Kayre Brown-Carter of Valdosta; his children, Andre Shiver (Joan) of Atlanta, GA, William Shiver (Alicia) of Atlanta, GA, Marva Rodrigues (Joseph) of Mobile, AL and Kent Shiver (Barbara) of Fairburn, GA; his grandchildren, Ashley, Amanda Artis D. and Alexandria Carter of Valdosta, GA; his siblings, Lucille Carter of Miami, FL, Gainus Carter (Shirley) of Hahira, GA, Delores Black of Valdosta, GA, Dr. Lawrence Carter (Marva) of Tallahassee, FL and Wanda Carter of Hahira, GA.; and his caregiver Latonia Powell. He is also survived by great-grandchildren, nieces and nephews.
