She was predeceased by: her parents, Marion Howard and Margaret Howard; her siblings, Patrick Howard and Margaret Howard (Margie); her husband Bubba Rowe; and her daughter Angela Vitagliano.
She is survived by: her daughter Angie; her sister Louise Moye; her son Casey Jones; her daughter-in-law Sarah Jones; her grandchildren, Adam Vitagliano, Peyton Jones and Hailey Vitagliano; and her great grandchildren, Paxton and Preston. She is also survived by nieces and nephews.
In lieu of flowers the family suggest that donations be made in Judy's memory to the Humane Society for Greater Savannah, 7215 Sallie Mood Drive, Savannah, GA 31406.
