He was predeceased by: his parents, Earnest Locklear and Rosetta Craig Locklear; his wife Ruth Morrison Locklear; and his siblings, Ben Locklear and Eloise Bentley.
He is survived by: his son William "Bill" F. Locklear, Jr.; his daughter-in-law Dora Locklear; his grandchildren, Joseph Locklear, Kathryn Locklear and Madeline Rismiller; his sister Earnestine Plummer; and his close friend Robert "Bobby" Daniel.
