He was predeceased by: his parents, Joel Carson Watkins, Sr. and Mary Nell Keller Simmons; and his stepfather Joel Simmons. He is survived by: his children, Tammy Watkins, Jennifer Watkins of Franklin County, Georgia of Toccoa, Brook Keller of Toccoa, Stephanie Clark of Toccoa, Zackery Watkins of Toccoa, Carson Watkins of Toccoa and Daniel Shedd of Toccoa; and his brothers, Kenneth Watkins of Toccoa, Marvin Roach of Toccoa, Christopher Simmons of Toccoa and Sammy Watkins of Hartwell. He is also survived by six grandchildren.
