He was predeceased by: his parents, Willie James and Minnie Lee Lipsey; and his siblings, Willie Alfred Lipsey, Anthony "Randy" Lipsey, Delores Lipsey, Alma Lee Darby and Deborah Lipsey.
He is survived by: his wife Anne Waters Lipsey; his sons, Jeffrey (Tonya) and Stephen (Tawnia); his grandchildren, Dante, Jared, Isabella and Evan; his aunts, Carrie E. Wilson and Remattie Petty; his brothers, James Herbert Lipsey (Fannetta), Ralph Lipsey (Betty) and Manning Lee Lipsey (Tammy); and his nieces and nephews, Mark Lipsey, Alvin Waters, Jr., Jerod Gibson, Yancey Lipsey, James "Jay" Lipsey, Lynette Lipsey-Hughes (Michael), Grace Ocasio (Edwin), Rebecca Waters, Crystal Lipsey and Rachel McLaughlin (Athens). He is also survived by cousins, great-nieces and nephews.
