He is survived by: his wife Jean Gaddis Milligan; his children, Dena Milligan (Dillon), Cole, Donnie Edward Milligan Jr. (Nicole) and Mindy Shea Milligan; and his siblings, Rachel Milligan Duke (Ronnie) and David Milligan (Elizabeth). He is also survived by several grandchildren, great grandchildren, nieces, nephews.
