He is survived by: his wife Frances Carnes Fowler; his children, Billy Keith Fowler, Jr., Michael Edward Fowler, Thomas Russell Barlow, Brian Keith Johnson, Donna Lynn Rook Baker, Sharon Renee Barlow-Brawner and Brenda Michelle Byrd; and his brothers, Donald Payne Fowler and Buddy Smith. He is also survived by numerous grandchildren and great grandchildren.
