He was predeceased by: his parents, Ruby Wilkes Carter and Frank Carter; and his siblings, Mary Jemima Clark, Martha Carter Schow, Nannette Elrod, Frances Carter and Roy Del Carter.
He is survived by: his wife June R. Carter of Adel; his children, Frank H. Carter (Rhonda) of Adel, Anna-Marie, Johnny Stubbs (Robin) of Cordele, Sandy Murphy of Lake Park and Blake Stubbs (Kimberly) of Ray City; and his siblings, George L. Carter of Pelham, Ala, Mildred Green of Cummings and Christine Habshey of Atlanta, Georgia. He is also survived by eleven grandchildren, and nine great grandchildren.
