He was predeceased by: his parents, Jim Carter and Emma Burrell Carter; and his brother Kenneth Carter. He is survived by: his wife Peggy Zimmerman Carter of Mt. Airy; his children, Gerald Carter of Cornelia, Stephen (Stacy Carter), Jeffrey (Amanda Caudell) and Jody; his son-in-law Troy Tucker of Cornelia; his grandchildren, Gabe Carter, Jake Carter, Jessica Tucker, Laura Tucker, Ashton Caudell, Abby Caudell and Ariel Caudell; his great grandchildren, Konnor Tucker and Kaylynn Tucker; and his sister Susan Crawford of Louisiana. He is also survived by several nieces, nephews, other relatives and friends.
