He was predeceased by: his parents, James Horace Higgins and Ida Mary Harris Higgins; his daughter Stephanie Meeks; and his brother Leaman Higgins. He is survived by: his wife Gloria Adams Higgins of Milledgeville; his daughter Andrea L. Higgins of Milledgeville; his son-in-law Keith Meeks of Milledgeville; his brother Samuel Higgins (Gloria) of Alabama; and his grandchildren, Dr. Lena Glowka, Nicholas Glowka of Milledgeville, Hope Hancock of Milledgeville and Jayden Meeks of Milledgeville.
