She was predeceased by: her parents, Norwood Flowers and Clara George Flowers; and her husband Charles William "C. W.". She is survived by: her sisters, Virginia Parra and Sarah Coley; her children, Dr. Charles William Carter, III of Rome, GA. and Rita Hayes (Perry) of Jesup; her grandchildren, Brandi Kelly (Kenn) and Jason Hayes (Lena) of Jesup; her great grandchildren, Hannah and Elijah Kelly of Jesup; and her siblings, Paul Flowers (Marjorie) of St. Simons Island, Douglas Flowers of Alma, Carson Flowers (Lajuan) and Betty Landon of Jesup.
