He was predeceased by: his parents, Charles Wayne Carter, Sr. and Gail Higgins Cheek; his brother Steve Carter; his sister-in-law Camey Carter; and his nieces, Katie Carter and Vivian Kate Carter.
He is survived by: his children, Heather Gail Hill (Clint Hill) and Matthew Wayne Carter (Mitra Carter); his caregiver Kimberly Willingham; his brother Lee Carter; and his grandchildren, Kalie Carter, Nash Carter and Carter Hill.
