He is survived by: his parents, Joseph Harry Scarbrough Sr and Norma Jean Scarbrough (Colee); and his siblings, Vance Scarbrough, Joseph Harry Scarbrough Jr, Stephen Scarbrough and Janet DaCosta. He is also survived by nieces and nephews.
