He was predeceased by: his parents, J. D. Garrard and Frances Ophelia Blankenship Garrard; and his brother Dwight Garrard. He is survived by: his wife Rachel Holbrooks Garrard; his children, Jason D. Garrard of Hoschton, Melissa Bledsoe of Lavonia, Randi Bledsoe of Martin and Kristie Bledsoe of Seattle, WA.; his sisters, Judy Conquest, Geraldine Allen, Darinda Holliday, Phyllis Rigsby and Aleisha Freeman; and his grandchildren, Alexis Russell, Austin Russell, Olivia Bledsoe and Noah Bledsoe.
