He was predeceased by: his parents, George Waters of Washington and Lucy Pitts Waters; and his wife Dorothy Faye Crosby Waters. He is survived by: his children, Shelly Waters Mercer of Moultrie, Robin Bush (Smiley) of Blakley and Charles "Chuck" Waters (Sheila) of Hartsfield. He is also survived by nine grandchildren and thirteen great-grandchildren.
