He was loved and cherished by many people including: his father William Pasco Phillips; his wife Angela McDaniel Phillips of Glenwood; his children, Joshua Phillips of Glenwood, Catherine "Katie" Phillips Meadows of McRae-Helena, Elizabeth Phillips Burkett (Bryce) of Glenwood, Pasco and Rebecca Phillips of Claxton; his sisters, Myra Phillips Hill (Robert) of Savannah and Eileen Phillips Whitfield (Johnny) of Lyons; and his grandchildren, Raegan, Hayden, Madelyn of Charlie, William, Jackson, Lydia, Kinsley and Julia. He was also cherished by several nieces and nephews.
