He was predeceased by: his parents, Leon Higgins and Maud Ireland Higgins; and his siblings, Ronald Higgins and Charlotte Powell of Birmingham, AL.. He is survived by: his wife Norma Higgins; his children, Rick Higgins (Mickey) of Flowery Branch, GA and Beth Mannino (Mike) of Birmingham, AL; his grandchildren, Meghan Mannino of Birmingham, AL, Andrew Mannino (Hope) of Birmingham, AL and Angi Houston (Kevin) of Granite Falls, NC; and his great grandchildren, Zack Houston (Brittany) and Chase Houston of Granite Falls, NC..

Mr. Higgins will be cremated, and the family will plan a celebration of life at a later date due to Covid-19.
