He was predeceased by: his parents, Rufford Hulgan and Hazel Hulgan; his daughter Vickie Conner; and his sisters, Estelle Walker and Evelyn Phillips.
He is survived by: his wife Jeane Hutcheson Hulgan; his daughters, Susan Morgan (Mark) and Nancy Miller (Mike); his grandchildren, Jill Goins (Gabe) and Nick Higdon (Beth); and his great grandchildren, Evan Cisco, Emily Cisco, Eli Cisco, Matthew Burkhart and Lila Higdon. He is also survived by several nieces and nephews.
In lieu of flowers donations may be made in Richard's name to the Chattanooga Valley Lion's Club at P.O. Box 151 Flintstone, GA 30725.
