He was predeceased by: his parents, Ferrell Payne and Kathryn Payne; and his daughter Shirley Payne Day Davis. He is survived by: his spouse Gail Cox Payne; his sons, Eugene "Ranny" Bradford and Michael Payne (Danielle); his grandchildren, Allen Day, Chelsey Davis, Scarlett Payne and Josephine Payne; and his siblings, Anne King and William "Bill" Payne (Sandy).
