He was predeceased by: his parents, Thomas Harper and Corrine Harper; and his brother Tommy Harper. He is survived by: his wife Gail Daniel Harper; his children, Keith Harper (Crystal) of Elberton, Melanie Sigler of Athens and Mark Harper (Katy) of Elberton; and his grandchildren, McKenzi (Tristan), Jake and Rachel. He is also survived by numerous nieces, nephews and other relatives.
In lieu of flowers, Horace requested prayers for our country and leaders. If desired, contributions may be made in his memory to the charity of one's choice.
