He was predeceased by: his parents, Wade Franklin and Annie Franklin of Midville, Georgia.; and his granddaughter Scarlett Scout Brown. He is survived by: his wife Gretchen Dechau Franklin; his daughters, Tiffany Murdock, Tara Brown (Lee) and Christian Franklin; and his siblings, Wade J. Franklin (Pam), Barbara Brantley (Earl) and Betty Dundee (David). He is also survived by Several nieces, nephews, great nieces and nephews.

Howard volunteered many years with the Prison Ministry in Franklin County before having to stop due to the restrictions with covid.
