He was predeceased by: his parents, Walter Lee Rugg and Elsie Garner Rugg; and his daughter Mary "Lois" Rugg Howell. He is survived by: his wife Cleone Kilpatrick Rugg of Chula; his daughters, Marie Vaughn of Alapaha and Patricia Rugg of Ty Ty; his brother Jack Rugg of Milton, Florida; and his grandchildren, Chris Rugg, Beth Harris, Nicole Simmons, Amanda Rugg, T. J. Vaughn, Robin Merritt, Michael Hebert, William Hebert, Heather Towles and Randall Howell. He is also survived by 22 great-grandchildren; and two great-great grandchildren.
