He was predeceased by: his parents, James Mathew Palmer and Pernia Mae Flener Palmer; his wife Carolyn Joan Palmer; his siblings, Earl, Bud Palmer, Jessie Williams, Marie Williams, Wanda Ledbetter, Linda Phillips and Gail Tolbert; and his granddaughter Brandy Lively.
He is survived by: his daughters, Joy Fletcher, Corina Fran Young and Rhonda Sisk (Daryel); his grandchildren, Madison Young, Quinn Lively, Shane Parrish and Jonathan Foutz; his great grandchildren, Fallon Foutz and Landen Tidwell; and his siblings, Jim Palmer (Jennifer), David Palmer and Debby Baker. He is also survived by several Nieces and Nephews.
Visitation was held on Tuesday, March 18th 2025 from 4:00 PM to 8:00 PM at the W. L. Wilson & Sons Funeral Homes - Fort Oglethorpe Chapel (555 W Cloud Springs Rd, Rossville, GA 30741). A funeral service was held on Wednesday, March 19th 2025 at 1:00 PM at the same location.
