He was predeceased by: his parents, Green R. Phillips and Lou Alma Jones Phillips; his wife Brenda Cox Phillips; his sons, Dicky Phillips and Daniel E. Brackin; and his brother Gene Herschel Phillips.

He is survived by: his children, William Jay Phillips of Colquitt, Micky Phillips (Melissa) of Texas, Mary Hayes (Duane) of Camilla, Angelique Phillips of Statesboro and Robbie D. Williamson (Roy) of Statesboro; his brother Jimmy Phillips of Whigham; his sister-in-law Lottie Phillips; and his stepdaughter Brenda Brackin of Ellabell. He is also survived by 14 grandchildren and numerous great-grandchildren.
