He was predeceased by: his parents, Howard Starnes and Bleaker Knight Starnes; and his wife Mary Smallwood "Granny" Starnes. He is survived by: his children, Tiffany Spear (Shonta), Tonya Heath, Sue Manning (Talford) and Ricky Starnes; and his siblings, Cindy Bentley, Nancy Stewart, Sheila Knight, Jean Chosewood, Brenda Starnes and Jeff Starnes. He is also survived by Thirteen grandchildren, seven great-grandchildren, nieces, nephews and other relatives.
