He was predeceased by: his son David Baxter; his parents, E. John Baxter and Mollie Clements Baxter; and his siblings, E. J. Baxter Jr., Grady Baxter, Bobbie Jean Baxter and Avanell Baxter Daves.
He is survived by: his wife Kay Greeson Baxter; his daughter Becky Baxter Paris; his son-in-law R. L. Paris; his grandchildren, Andrew Tierce and Molly Baxter; and his great grandchildren, Ariah Sanchez and Jaden Benefield. He is also survived by nieces, and nephews.
The memorial service honoring Billy's life will be held at St. Timothy's Episcopal Church on Sunday, August 15th, and will be a private service due to concerns regarding COVID 19 and limited seating capacity.
