He was predeceased by: his parents, Dorothy Clement Neal and Irving Neal. He is survived by: his sister Nancy Maglothin; his wife Gracia Matheny Neal; his children, Lizzie Whitty (Jimmy), Suni Neal (Tony), Cristina Rosado (Bebo) and William Neal (Hannah); his grandchildren, Emily, Kristi, Maximus, Victor, Evangelina, Athena, George, Sebastian, Adelaide, William Alexander and Jacob; his sister Mariam Shattelroe; and his pets, Braxton and Gracie. He is also survived by nieces and nephews along with extended family members and countless friends.

The family respectfully asks that in lieu of flowers that donations be made to Homestead Hospice, 500 Osigian Blvd. Warner Robins, Georgia 31088 in honor of Bill.
