He was predeceased by: his parents, Stephen Monroe Waters, Sr. and Mildred Walker Waters; his siblings, Marian Walker Waters, Marjorie Waters (Howard Leiter), Mildred Jean "Milly" Waters and James Milton Waters, Sr.; his sister-in-law Linda Waters; his parents-in-law, Andrew Lee and Dorothy M. Clough; and his brother-in-law Walter Wayne Clough.
He is survived by: his wife Marilyn Clough Waters of Blackshear; his children, Stephanie Waters Fatula (Mike) of Lake Lanier, S. C., Melanie Waters of Marietta and Stephen Waters III (Wade Griffin) of Jacksonville, FL; his grandchildren, Joey Lee, Jr. (Ciara) of Patterson and Mari Claire Sikes of Marietta; his great grandchild Ramsey Lee of Patterson; and his siblings-in-law, Andy and Shirley Clough of Blackshear. He is also survived by many nieces, nephews, cousins, and other relatives and friends.
