He was predeceased by: his parents, Charles Peter and Lela Marie Messer Norras; his former wife Sarah Frances Driggers Norras; his wife Phyllis Sullivan Cole Norras; and his brother Tom Norras.

He is survived by: his daughter Sarah; his son-in-law Terry Tarr of Blackshear; his son Charles Stephen; his daughter-in-law LeAnn Norras of Savannah; his sister Mary Elizabeth Wolfe (Ron) of Albany; his sister-in-law Susan Norras of Overland Park, KS; his stepchildren, Joan Cole of Augusta, Debra Cole of Atlanta and Tim Cole (Stacy) of St. Louis, MO; his grandchildren, Sarah Elizabeth Gove (Jeremy), Lela Michele Norras, Joel Morgan Norras and John Isaac Tarr; his stepgrandchildren, Sam Cole, Joe Cole, Lucy Cole and Julia Harris (Cole); and his great grandchild Avery Kathryn Gove. He is also survived by several nieces, nephews, and other relatives.
