He is survived by: his parents, Arthur Phelps and Betty Phelps; and his siblings, Lynn Woodruff (Paul), Nancy Smith, Paula Davis (Ben) and Arthur Phelps III (Christel). He is also survived by five nieces and five nephews and several aunts and uncles.
