He was predeceased by: his son David Phelps; his parents, Arthur Phelps and Myrta Phelps; and his brother Wayne Phelps. He is survived by: his wife Betty Martin; his children, Lynn Woodruff (Paul), Nancy Smith, Paula Davis (Ben) and Arthur Phelps III (Christel); and his siblings, Shirley Caruso and Ronald Phelps. He is also survived by several nieces and nephews.
