He was predeceased by: his parents, Shirley Lowell, and Robert Lowell, Sr.. He is survived by: his siblings, Robert Lowell Jr. (Deborah), Vickie Ming (Ron) and Joan Perini (John); his nieces, Teresa, Emily, Amanda, Jamie, Jenelle and Andrea; and his nephew Michael. He is also survived by 17 great nieces and nephews.

Donations may be made to St. Jude Children's Hospital or the American Cancer Society.

“My condolences to all of Bill's family and close friends. You are in my prayers. Bill was my supervisor for about a year, and the news of him passing brought me to tears. I never met Bill face to face because I work remotely. I remember Bill describing himself as an "old man", but to me he had such a young voice. He would tell at least one story at the beginning of every meeting we had, and that story would be longer than the meeting topic. He was supportive and helped me be better. - Latoya C.”
