He was loved and cherished by many people including: his wife Irish V. Milligan; his son Scott E. Milligan; his parents, Bennie Milligan and Bessie Gardner; his children, Ronald C. Milligan, Catherine Y. Tilman and Ernest Milligan; his grandchildren, Kristin R. Herman, Joseph, Isaac, Jazlyn and Jessica Milligan; his brother Ted Milligan; his nieces and nephews, Jeanette Saal, Trudy Mounce, Linda Milligan, Carolyn Ross, Mark and Paul Milligan; his cousins, Randy Sineath, Jr., Marie Carter, Betty Amodio and Patricia Truesdale; and also Calvin Vaughn, Jr..
Visitation was held on Saturday, November 2nd 2024 from 3:45 PM to 5:45 PM at the Memorial Park Funeral Home (5750 49th St N, St. Petersburg, FL 33709). A celebration of life was held on Saturday, November 2nd 2024 at 6:00 PM at the same location. A graveside service was held on Monday, November 4th 2024 at 10:00 AM at the Memorial Park (5750 49th St N, St. Petersburg, FL 33709).
