It is with great sadness that we announce the death of Billy Ray Spencer of Panama City, Florida, born in Selma, Alabama, who passed away on March 17, 2024, at the age of 90, leaving to mourn family and friends. Family and friends are welcome to leave their condolences on this memorial page and share them with the family.

He was predeceased by: his parents, Otis Spencer and Willie Spencer; and his son-in-law Mark Ehleben. He is survived by: his wife Colleen; his daughters, Sandy Pennington and Robyn Ehleben; and his son-in-law Doug Pennington.
