He is survived by: his stepfather Bobby Joe Thomas of Panama City; his siblings, Patricia Elizabeth Hill Dominy of Panama City, Clark Lee Thomas (Anna) and David Frederick Hall (Anne) of Atlanta; his stepsisters, Theresa Thomas Rickard of Panama City and Cynthia Thomas Karoly of Alabaster, AL; his sons, Donald Hill and Troy Hill (Tonya); his nieces and nephews, Jason Dominy (April), Ian Hill (Amanda), Emma Elger (Steve) and Amanda Thomas; his grandchildren, Tyler Hill, Noah Hill and Sabrina Hill; and his close friend Andrea Theresa Dominy.
In lieu of flowers, contributions in Billy's name may be made to the USO or the American Cancer Society.
