He is survived by: his wife Joyce Hartman Scarbrough; his children, Joe Allen (Linda), Justin (Althea), Toni Roberts (Don) and Janene Rhodes; his grandchildren, Chase Livengood, Taylor Dixon, Allen Grimes, Jordan Rhodes, Jillian Palasi, Benjamin and Justin "Connor" Scarbrough; his great grandchildren, Maya Livengood, Brady, Kinley Dixon, Macy, Anna Grimes and Jacee Palasi; and his sister Kathy Farris.
