He was predeceased by: his wife Carol; his parents, Agnes Higgins and Charles J. Higgins Jr.; and his brother Charles J. Higgins III. He is survived by: his children, Donna Bourget (Norman) and William J. Higgins Jr. (Donna); his sister Mary Walsh; his grandchildren, Allison, Sydney, Gregory and Alexandra; and his siblings-in-law, Joan Clowes and Douglas Clowes.
