He was predeceased by: his parents, Carl Clifton Woodard of Hampton, VA. and Doris Long Woodard; and his brother Tony Woodard. He is survived by: his wife Linda; his children, Kelly Pinto (Mark), Steven Woodard Jr. and Kaitlyn Shafer (Bryan); his grandchildren, Alexandra, Arabella, Olivia and Maya; and his brothers, Mike Spivey and Gregory Woodard.

He helped navigate numerous emergency situations facing the citizens of Jacksonville, including the COVID 19 pandemic.

He began his lifelong career of service working for the Colonial Williamsburg Foundation in security.
