She is survived by: her children, Pamela C Carter (Ed) and Jeffrey S Phillips Sr. (Kelly); and her grandchildren, Steven E Cogburn, John C Cogburn (Jennifer), Morgan P Smith (Nathan), Jeffrey S Phillips Jr., Brittany P Plummer (Ryan), Phillip W Carter, Taylor K Carter and Kimberly M Carter.
