Mark Spencer wrote a sympathy message

“Bill, my friend, my mentor, your leadership gave me direction after retirement from our Air Force and a wonderful career. I will always remember the good times we had together. Our travels together were always fun and we did a lot of really good things for our customers. I remember getting lost in the D.C. area every night and finding the best small places to eat everywhere we went. So many good memories. I will miss you, my friend, forever.”
