He was predeceased by: his mother Barbara Carter (Paulson). He is survived by: his father Floyd Walter Carter; his wife Jennifer L. Carter; his children, Britney P. Carter, Isabelle L. Carter and Stella E. Carter; his siblings, Samantha LaGue (Jake), James Carter (Suzanne) and Jay Carter (Tracy); his nieces and nephews, Emma LaGue, Finn LaGue, Kristina Carter, Kara Klippert (Hunter), Jonathan Weir (Ashley) and Roman Carter; and his in-laws, Laurie Tyler and Derek Warr (Suzanne).

A celebration of life will be held on Wednesday, September 25th 2024 at 1:30 PM at the River Christian Church (5900 US-17, Fleming Island, FL 32003). The inurnment will be held on Thursday, September 26th 2024 at 9:30 AM at the Jacksonville National Cemetery (4083 Lannie Rd, Jacksonville, FL 32218).

In lieu of flowers, the family requests memorials be made to Hope for Stomach Cancer, Safe Animal Shelter in Orange Park, FL, V for Victory in Jacksonville, FL or a charity of choice.

“Sorry for the loss. I remember Jeff fondly from our days at Sylvan Hills Jr High School together. We both had the same scars on our upper lips. Jeff shared how he got his by an errant sewing machine accident, I got mine by trying to run thru a barbed wire fence. Jeff was a great guy & had an infectious laugh even back then. Peace and love Carter family. Wes Choate family.”
