He was predeceased by: his parents, Philip Mulligan and Mary Fay Mulligan; his wife Ruth Eloise Kenney; and his brother Don. He is survived by: his sons, Michael, Greg and Chris; his siblings, Virgil Mulligan, Larry Mulligan, Bob Hayes and Carol Degan; and his grandchildren, Lori Mulligan, Matthew Mulligan, John Mulligan and David Mulligan.
He graduated high school from Boys Town and won the Rink Foundation College Scholarship.
