He was predeceased by: his parents, Robert Phelps and Grace Phelps. He is survived by: his son Billy Filiault; his siblings, Dale Phelps, Roy Phelps, Debbee Bailey and Barbara Williams; and his nephew Matthew Ramirez (Aaliyah Ramirez).
