Blackwell of Manassas, VA; her stepsons, Timothy Perando of Germantown, MD and Christopher Perando of Ijamsville, MD; her grandchildren, Cedric J. Blackwell, II of Salisbury, NC, Allysa Perando (Annapolis, MD) and Austin Perando of Ijamsville, MD; and her daughters, Isabelle and Amethyst Blackwell.
