She was predeceased by: her parents, Cecil Perkins and Lillie Mae Perkins (Lockerman) of Bell, Florida.. She is survived by: her husband Gary Halter of Bell; her children, Alisha Halter Kage of Gainesville and Joey (Jennifer) of Weeki Watchee; her adoptive daughter Jenny Irvin Edmunds (Rick) of Durham, NC.; and her grandchildren, Joey, Reese Halter, Lilah and Rowan Kage.

“So sorry to learn of Joanne's home going. Being 2nd cousins, we spent many hours playing in her 'real' playhouse her dad built for her. And riding her tricycle up and down the highway out front. We played basketball and went through school together. There wasn't anything that Joanne attempted that she couldn't do. Resting in our Saviours arms is exactly where God needed her.
