He was predeceased by: his mother Mayola Phelps-Filer. He is survived by: his son Joe Edward, Jr. (Barbara) of Washington; his siblings, Olin Scott of Gainesville, FL, Frank C. of Gainesville, FL, Mary Rhodes and Alma Howell (David); and his godson Joe Harris (Betty). He is also survived by six grandchildren, and seventeen great grandchildren.
