He was predeceased by: his parents, Senator James T. Vaughn and Sylvia Harris Vaughn; and his granddaughter Cassie Otten. He is survived by: his wife Deborah Kiskaden Vaughn; his children, Holly O. Vaughn Wagner (Chris) of Dover and Matthew R. Vaughn (Michelle) of Richfield, Minnesota; his stepchildren, Jeffrey T. Ahlers (Jennifer) of Dover and Nicki Keiper of Kentucky; his son-in-law Tracey Harris (Juanita) of Millsboro; his grandchildren, Kyle T. Wagner, Julia H. Vaughn, Charlie L. Vaughn, Keggan Ahlers, Kelsey Ahlers, Quade Parker, Shawn Harris, Travis Harris, Bethany Harris, Alex Harris, Dallas Keiper, Ronnie Dinch, Jake Dinch and Merrilee Dinch; and his siblings, James T. Vaughn, Jr. (Marjorie) of Smyrna and Judith V. Wright (Bryan) of Smyrna. He is also survived by cousins, aunts, uncles, nieces, and nephews.
