He was predeceased by: his parents, Clarence T. Phillips and Viola Phillips West (Smith); his wife Mary E. Phillips; and his daughter Mary Lou Highstrom. He is survived by: his children, Gary L. Phillips of Hartwell, GA, Ralph T. Phillips Jr. (Teresa) of Berlin, Scott Tilghman of Baltimore, Linda Short of Selbyville, Diane White (Michael) of Marathon, IA and Bonnie Stoner (John). He is also survived by seven grandchildren and nine great-grandchildren.
Due to restrictions surrounding COVID 19 masks and social distancing will be mandatory and seating will be limited.
