Rowe Jr. of Middletown, Delaware, born in Newport News, Virginia, who passed away on January 25, 2024, at the age of 69, leaving to mourn family and friends. He was predeceased by: his parents, Joseph W. Rowe, Sr. and Mamie L. Clements (Davis); and his sister Pauline Kepley (Rowe). He is survived by: his children, Jackie Hudgins of Gloucester, VA, Bryan Rowe (Kaitlin) of Hampton, VA and Westley Rowe (Nicole) of Felton; his siblings, Debora Rowe of Middletown and Robert D. Rowe; his grandchildren, Alexandra, Dakota, Harper, Kellen, Dalton, Gentry and Greer; and his great grandchild Oliver.
